Peak & Ecological Flows Panel
In 2009 the Oregon Legislature passed HB 3369, which requires the Water Resources Department to conduct an evaluation of the "net environmental benefit" of proposed water storage projects in Oregon. One component of that analysis requires a determination of whether the project will be protective of peak and ecological flows. From 2009 to 2010, the Department convened a technical advisory group to develop a peak and ecological flow guidance document. This panel discussion focuses on the legal background behind the peak and ecological flow analysis as well as the scientific issues associated with this complicated undertaking.
