Pending OSB Member Reinstatements



The following attorneys have filed an application for reinstatement as an active member of the Oregon State Bar pursuant to Rule of Procedure (BR) 8.1:


  • Kaarin Axelsen Forester of Terrebonne, OR; #952048

    Kaarin Axelsen Forester of Terrebonne, Oregon, was admitted to the Oregon State Bar on September 22, 1995, after graduating from Northwestern School of Law. Ms. Forester transferred to inactive status January 19, 1999. Ms. Forester is an active member of the State Bar of California.

  • David V. Nielsen of Boise, ID; #900034

    David V. Nielsen of Boise, Idaho, was admitted to the Oregon State Bar on January 2, 1990, after graduating from the University of Idaho School of Law. Mr. Nielsen transferred to inactive status on January 25, 2012. Mr. Nielsen is an active member of the Idaho State Bar.

  • Brian J. Sunderland of Gresham, OR; #924780

    Brian J. Sunderland of Gresham, Oregon, was admitted to the Oregon State Bar on September 18, 1992, after graduating from George Mason University School of Law. Mr. Sunderland transferred to inactive status on March 7, 2007. Mr. Sunderland’s disciplinary history with the Oregon State Bar is listed below.     Effective 08/01/2002 – Public Reprimand – Volume 16
    Effective 10/07/2007 – 1 Year Suspension – Volume 21
    Effective 10/07/2008 – 9 Month Suspension – Volume 22
    Effective 07/08/2009 – 3 Year Suspension – Volume 23

    Mr. Sunderland received reciprocal discipline in Washington for the above mentioned matters. Mr. Sunderland reinstated his Washington license in 2013 and is an active member of the Washington State Bar Association.



The Rules of Procedure require the Board of Governors to conduct an investigation of BR 8.1 reinstatement applications to determine whether applicants possess the good moral character and general fitness to practice law and whether the resumption of the practice of law in this state by the applicants will not be detrimental to the administration of justice or the public interest.
