Miller Nash welcomes Marisa N. Rogoway and Sherilyn Holcombe Waxler to the firm's litigation department. Rogoway is an associate licensed to practice in Oregon. She received her bachelor's degree in American studies from Carleton College and her law degree from Northwestern School of Law of Lewis & Clark College, where she served as recent developments editor of the Journal of Small and Emerging Business Law. Waxler is a member of the OSB and Multnomah Bar, American Bar and American Immigration Lawyers Associations. She focuses her practice on general litigation matters. Waxler received her bachelor's degree in sociology from Reed College and her law degree from the University of Washington.

Byron Chatfield has been appointed as chief counsel of the Criminal Justice Division with the Oregon Department of Justice. Chatfield received his J.D. from Northwestern School of Law of Lewis & Clark College. Before joining the Criminal Justice Division’s district attorney assistance section in 1980, Chatfield served three years as a deputy district attorney of Malheur County and four years as that county’s district attorney. He became attorney in charge of the district attorney assistance section in 1983, a position he held until he was appointed attorney in charge of the organized crime section in 1999.

Two new associates have joined Tonkon Torp. Laura Liebman-Alperson will practice in the litigation department, with an emphasis on corporate and environmental disputes. She entered law school at the University of Texas at Austin and received her J.D. from Northwestern School of Law of Lewis & Clark College. Katherine E. Saitas will focus her practice in the general corporate, transactional and corporate finance areas. She earned her J.D. at Duke University School of Law and her B.A. degree at Smith College. Both Liebman-Alperson and Saitas entered law school after experiences in public entities and private enterprise. Liebman-Alperson includes in her pre-law experience service employment as the director of the International Summer Science Institute of the Weizmann Institute of Science in Rehovot, Israel. She also was a project manager for Civic Pride in their Austin, Texas office. Saitas co-founded The Childkind Foundation in Atlanta, Ga., the first nonprofit organization dedicated to the treatment of HIV positive children in that city. She then taught English at the Shunan English School in Tokuyama, Japan, for two and one half years.

Arnold, Gallagher, Saydack, Percell, Roberts & Potter announces the addition of Loren S. Scott as an associate attorney. Scott is a 2002 graduate of the University of Oregon School of Law. During law school, he was a law clerk for the firm and served as a judicial extern to Hon. Frank R. Alley III, U.S. Bankruptcy Court for the District of Eugene. His practice will focus primarily on commercial litigation, bankruptcy law and creditors’ rights.

Harrang Long Gary Rudnick announces that Elizabeth A. (Betsy) Earls has joined their firm as of counsel, specializing in government regulations, legislative law and regulatory advocacy. She has worked with Associated Oregon Industries (AOI) for the past 11 years, most recently in dual capacity as the director at the Center for Leadership and as legislative representative and legal advisor. She managed the statewide organization focused on recruiting, retaining and supporting qualified candidates for public service. She also represented Oregon business in the Oregon legislature and before state regulatory and administrative agencies in the areas of employment law, transportation finance and unemployment compensation.

Harrang Long Gary Rudnick announces that Bob Steringer has joined as an associate with the firm’s litigation and business practice areas. Steringer was an associate with Williams, Kastner, James & Urrutia, where his practice emphasized real estate and business transactions, including shareholder disputes and commercial disputes. Steringer is a 1998 graduate from the University of Oregon School of Law, where he was executive editor of the Oregon Law Review.

Perkins Coie announces its move to the Brewery Blocks in Portland’s dynamic Pearl District. The firm has leased the top three and one-half floors (7 through 10) of the 'Block 2' building (between 11th and 12th and Burnside and Couch), and plans to move into the new space in late summer 2003. Perkins Coie, with 60-plus attorneys, is the seventh largest law firm in Portland, and the largest in the Northwest, with more than 550 attorneys.

Davis Wright Tremaine recently hired the following new associate attorneys for its Portland office: Kevin H. Kono received a J.D. from the University of Oregon School of Law (where he was ranked first in his class) and a B.A. in psychology and Spanish from the University of Oregon. Carol A. Noonan received a J.D. from Georgetown University Law Center and a B.A. in psychology from Duke University. Noonan worked as a summer law clerk with the U.S. Attorney’s office in Washington, D.C. in 2000. Jessica M. O’Connor received a J.D. from Valparaiso University School of Law and a B.A in Scandinavian studies from Gustavus Adolphus College. Andrew P. Parks received a J.D. from the University of Oregon School of Law and a B.A. in economics from the University of Puget Sound. Jason R. Sieminski received a J.D. from Georgetown University Law Center and a B.A. in political science from Pennsylvania State University. Sieminski worked as a judicial law clerk to Judge Emily C. Hewitt at the United States Court of Federal Claims in 2002.

Joshua Palmer was appointed associate general counsel at Freightliner in April and is now responsible for handling legal issues and litigation relating primarily to Freightliner’s sales and distribution network. Prior to the appointment, he was a corporate counsel in their product litigation group. Brian Burton has been appointed associate general counsel at Freightliner and is responsible for Freightliner’s product litigation group and its employment litigation. Previously he was a corporate counsel in their product litigation group. Rick Fortner and Russ Abrams have also joined Freightliner as corporate counsel in the product litigation group. Fortner was formerly at the Miller Nash firm, and Abrams had his own practice.

Stoel Rives welcomes new associates in the Portland office. Joshua Creem and Greg Nowak joined the firm’s corporate practice group. Creem received his B.A. degree from the University of Colorado and received his law degree from the University of Michigan, where he served as a graduate student instructor in the Asian Languages and Cultures department and the Near Eastern Studies department. He was also a law clerk for the Federal Public Defender in Portland and was a summer associate with Stoel Rives in Portland in 2001. Nowak received his bachelor’s degree in accounting from the University of Georgia and his law degree from the University of Virginia School of Law. During 2001, Nowak was a summer associate at Stoel Rives in Portland, and Latham & Watkins in New York City. Amy Edwards and Erin Lagesen joined the firm’s trial practice group. Edwards has served as a law clerk the Hon. Bobbe J. Bridge and as a legal intern in the office of Washington Gov. Gary Locke and was a member of the Federal Appellate Advocacy Program at the University of Washington School of Law. She received her B.A. from Northwestern University and received her law degree from the University of Washington School of Law, where she served as associate editor-in-chief of the Washington Law Review. Lagesen received her B.A. from Williams College, M.S. from the University of Oregon, a master’s in education from the Harvard Graduate School of Education and law degree from Willamette University College of Law. She served as a judicial clerk for Ninth Circuit Judge Susan Graber between 2000 and 2002. She also served as a law clerk for the Oregon Department of Justice. Katherine Porter joined the firm’s bankruptcy practice group. She received her B.A. from Yale University and received her law degree from Harvard Law School where she was technical editor for the Harvard Women’s Law Journal. Porter served as a clerk for the Hon. Richard S. Arnold, Judge of the United States Court of Appeals for the Eighth Circuit. Porter was also awarded the Medal of Excellence from the American Bankruptcy Institute.

Benjamin Kaminash, former head of the intellectual property department of Ater Wynne, has officially formed a new law firm, Kaminash & Associates, a boutique intellectual property and antitrust firm. Joining Kaminash in the practice is Patchen Haggerty, an experienced trademark lawyer. The new firm is specializing in trademark, copyright, licensing and related strategic planning, due diligence and dispute resolution. K&A’s current clients include corporations that generate or license intellectual property and investors and other law firms requiring a specialist or legal conflict referral. Todd Iverson, who recently passed the Oregon bar, has joined Marger, Johnson & McCollom (MJM), one of the Northwest’s largest intellectual property law firms. Iverson received a B.S. degree in electrical engineering from the University of Colorado in 1994, followed by an M.S. in electro-optics from the University of Dayton in 1998. From 1995 to 1999, he was an Air Force engineering officer assigned to the F-22 System Program Office at Wright-Patterson Air Force Base in Ohio. In 2002, he received his law degree from the University of Oregon.

OSB member Cheryl Rae Mills (Cheryl Dunphy Mills) was elected last November to the Contra Costa County Superior Court for the state of California. She was sworn in on Jan. 6, 2003. She is a 1982 graduate of Lewis & Clark Law School.

Standard Insurance Company has promoted Justin Delaney to second vice president, assistant general counsel and assistant secretary. He will continue to oversee legislative and regulatory affairs while providing assistance and legal services to the company’s office of general counsel and board of directors. A graduate of the University of Arizona and Northwestern School of Law of Lewis & Clark College, Delaney was admitted to the OSB in 1996. He joined Standard Insurance Company in 1997.

Fitzgerald served Intel Corp. for more than 11 years as an award-winning manager in various legal positions, including group general counsel for the communications products group and the network products group. Jim Barrett, recently a clerk for Oregon Supreme Court Justice and former Ater Wynne managing partner Tom Balmer, joins the firm’s emerging business and litigation groups. His business practice focuses on corporate and securities transactions; his litigation practice focuses on business issues, including franchise and securities laws. Hudson Henry, managing and executive editor of Ecology Law Quarterly while in law school at the University of California, Berkeley, joins the firm’s environmental and litigation groups. OSB member Todd G. Glass has been elected shareholder at Heller, Ehrman, White & McAuliffe. He joined the firm’s Seattle office in 1996 and is a member of the energy national practice group. Walz received a B.S. in criminal justice from the University of Nebraska at Omaha in 1995 and his J.D. from the University if Oregon in 1999. His practice emphasizes insurance defense in the southwest Washington area. Kimber B. Baumgartner graduated from the University of Oregon in 1999 with a B.A. in political science. He earned his J.D. from Boston College in 2002. His practice includes the defense of personal injury claims. Ryan J. McLellan graduated from Willamette University in 1998 with a B.S. politics and economics. He received his J.D. from the University of Oregon in 2002. Koury represents clients in all aspects of real estate services, including complex single-asset and portfolio acquisitions and dispositions, financing, leasing and development of all types of commercial and residential property. He has broad experience in real estate leasing, representing both landlords and tenants. Claire J. Philpott practices in the areas of corporate finance, banking, private equity, emerging companies, mergers and acquisitions and real estate finance. She has counseled and represented start-up ventures, middle market companies and public companies, as well as investment banks and traditional lenders.
