Perkins Coie announces the addition of Jeffrey Dobbins to its Portland office as an associate in the commercial and environmental litigation groups. Dobbins recently practiced in Washington, D.C. at the appellate section of the Environment & Natural Resources Division, U.S. Department of Justice. Previously, he served as law clerk to Judge David S. Tatel of the U.S. Court of Appeals, D.C. Circuit, and then to Justice John Paul Stevens of the U.S. Supreme Court. He earned his J.D. from Duke University in 1994.

Perkins Coie announces the addition of Bethany Graham to its Portland office, as an associate in the litigation practice. Graham was once a summer intern at the firm and was most recently a law clerk to Hon. James R. Browning, 9th Circuit Court of Appeals. Prior to that, she was a clinical intern at the Montana Legal Services Association in Missoula, Mont. Graham completed her J.D. at the University of Montana in 2000.

Schwabe, Williamson & Wyatt announces that Peter Livingston, one of Oregon’s top land-use legal experts, has joined the firm. Livingston has focused his career on the representation of clients in all stages of land use permitting, including appeals to the Oregon Land Use Board of Appeals and the appellate courts. Prior to joining the firm, Livingston practiced land use law as a partner at Lane Powell Spears Lubersky. He sat for three years on LUBA, where he heard over 200 cases and authored more than 100 opinions. He also serves as a professor of land use law on the faculty of Willamette University College of Law and is a frequent speaker on land use topics at seminars for lawyers, planners and developers.

The Housing Authority of Portland announces that Lyndon 'Tuck' Wilson has accepted the position of HOPE VI development director, responsible for the $150 million project to transform Columbia Villa public housing into a new, mixed-income community. Wilson’s career includes stints as project executive director for Oregon’s largest public works project, Tri-Met’s westside light rail, as director of the Oregon Convention Center development and as manager of the Multnomah County Justice Center and maintenance facility projects. He was Oregon assistant secretary of state from 1974-76 and Oregon deputy state treasurer from 1977-78. He also practiced law as a partner in a private firm and as assistant general counsel for the Port of Portland, with real estate development and public finance among his areas of emphasis. Wilson most recently was senior project manager at CH2M Hill’s Portland office.

Scott Jackson has been appointed an assistant attorney general in the district attorney assistance section of the criminal justice division with the Oregon Department of Justice. Jackson received a J.D. from Willamette University. Jackson worked in the Beaverton city attorney’s office as city prosecutor and was briefly in private practice. The majority of his experience has been as a deputy district attorney in Clackamas County.

Summer Saad has been appointed an assistant attorney general in the corrections litigation unit of the Oregon Department of Justice’s trial division. Saad received a J.D. from the University of Oregon, where she was a member of Oregon Law Review. During law school, Saad served an internship with the U.S. attorney’s office. After law school graduation, she was in private practice in Eugene and, most recently, a deputy district attorney in Harney County.

Kate Lonborg has been appointed an assistant attorney general in the special litigation section of the of the Oregon Department of Justice’s trial division. Lonborg earned her J.D. from Northwestern School of Law at Lewis & Clark College, where she was editor in chief of the Journal of Small and Emerging Business Law. Lonborg clerked in the human services section of the general counsel division with the Department of Justice during law school. After graduation, she was in private practice in Portland.
