Hershner was born Aug. 15, 1929 in Portland. He received a bachelor's degree in 1951 and a law degree in 1954, both from the University of Oregon.

Hershner served on the Eugene City Council between 1970 and 1974. He was an active member of the Eugene Rotary Club and served on the board of directors of the Eugene Symphony. He remained actively involved with the University of Oregon by serving on the Board of Trustees for the University of Oregon Foundation and the law school's Board of Visitors, an advisory group that met with students and faculty. He contributed generously to the University of Oregon Law School's building fund and also to establish a new faculty position.

He was one of the founders of the Eugene firm, Hershner, Hunter, Andrews, Neill & Smith. He was a skilled mentor to many of the lawyers at Hershner Hunter, as well as the Eugene-Springfield community. He practiced full-time until 1997 and as of counsel until 2001.
