Open Session Minutes
The conference call meeting was called to order by President Johnson on Monday, January 11, 1999 at 12:05 p.m. The open session was from 12:05 p.m. to 12:20 p.m. All members of the Board of Governors were present with the exception of Gordon Davis, Sarah Rinehart and Jim Sumner. Staff present were Karen Garst, Executive Director; Sandy Hise, Executive Assistant; Donna Richardson, Executive Services Administrator; and George Riemer, General Counsel.
1.BOG OPERATIONS AND COMMITTEES
A.Appellate Selection Special Committee
1.Recommendations regarding candidates for the Court of Appeals
Mr. Johnson discussed the purpose of the special board meeting to consider the list of 'highly qualified' candidates to fill a second vacancy on the Oregon Court of Appeals for recommendation to Governor Kitzhaber. Mr. Orf reviewed the Appellate Selection Special Committee’s (ASSC) process to screen and interview candidates. The committee recommended the following candidates as 'highly qualified: The Honorable Donald Hull, The Honorable Rodger Isaacson and Michael Levelle.
Mr. Orf explained that it was not possible for Margaret Leiberan to participate in the interview process and, therefore, the ASSC was unable to make a recommendation.
Action:The Appellate Selection Special Committee moved to recommend to Governor Kitzhaber the preceding list of 'highly qualified' candidates for appointment to fill vacancies on the Court of Appeals. The motion was approved by the board (11-0-3-1; absent Davis, Rinehart, Sumner; abstaining Hytowitz).
2.GOOD OF THE ORDER (Non-action comments, information and notice of need for possible future board action)
A. Mr. Johnson reported on the likelihood that the January 22-23 BOG meeting in Salem would adjourn on Friday, January 22. A discussion ensued about whether the BOG dinner scheduled on Friday should be canceled and whether any board members would need hotel rooms in Salem that night. There was consensus to cancel the dinner on Friday, January 22. Ms. Hise will take appropriate action regarding changes in logistics for the BOG.
