Council on Court Procedures —promulgates the Rules of Civil Procedure. Those Rules govern pleading, practice, and procedure in civil cases in state trial courts. The Rules apply in other trial courts when a statute or rule requires. The Council submits rule changes to the legislature, which can amend, repeal, or add to any of the rules.
